Nomination to the various engineering colleges in
the country against seats allotted by the Govt. of
India, Ministry of Human Resource Development in
degree and diploma programmes:-
MHRD Govt. of India allocates a few degree and
diploma seats in institution of other states for
nominees from Himachal Pradesh. This allocation is
under GOI scheme for reservation of seats for those
states and U.T, which lack facility in specific
fields of technical education. Department of
Technical Education(H.P.) is the nominating agency
in H.P. for these seats. Advertisement for these
seats is released in the leading news papers during
April/May every year.
Admission Procedure:- The
nomination is made through centralized counseling
purely on merit obtained in the AIEEE Test conducted
by CBSE/Pharmacy Entrance test conducted by H.P.
University followed by application form of the
department in accordance with the conditions of
admission prescribed by the respective
college/State.

For Lateral Entry Seats:-(a)
For Undergraduate Engineering/Technology Courses:-
Three year Diploma holder in Engg./Technology (Bonafide
Himachali only) passed with 60% marks in aggregate
in respective branch (maximum 10% of total
seats/each branch/each college, over and above the
sanctioned intake) on the basis of merit of marks
obtained in Diploma examination. Diploma holder in
Automobile and Production Engg. will be admitted in
Mechanical Engg. on the basis of inter-se-merit with
Mechanical Engg. Diploma Holders. If seats still
remain vacant then the candidates with 50% marks is
aggregate will be admitted on merit.
(b) For B. Pharmacy Course:-Diploma holder in
Pharmacy discipline with minimum of 60% marks in
aggregate will be admitted in the 3rd Semester of
Second Year regular B. Pharmacy course under lateral
entry scheme.
(c) For Diploma Course:-ITI
Passed Out and 10+2 Vocational Courses candidates
with minimum of 60% marks in aggregate will be
admitted in the 3rd Semester of Second Year regular
Diploma course under lateral entry scheme.

Reservation:-
Admission to all programme are made as per approved
policy of reservation of the State Govt.
Note:-
25 Seats have been reserved for persons with
disability(PWD) in Govt. Polytechnic College
Sundernagar over and above the sanctioned intake as
per GOI scheme.

Scheme for National Trade Test Certificate for
Private Candidates:-
Under this scheme a skilled person can appear in the
final examination along with the regular candidates
of ITI and after qualifying this trade test one
becomes entitled for a certificate. Candidates must
possess the same qualification which is applicable
for regular admissions and also possess minimum five
years experience in a government organization or
private organization duly approved/recognized by the
Labour Inspector of labour, employment and training

of Excellence (COE):- Four ITI's of the State
have have been upgraded in this scheme namely:- (i)
ITI Solan: Electronic Sector (ii) ITI Una:
Automobile Sector (iii) ITI Rampur: Automobile
Sector (Diesel Mechanic) (iv) ITI Shamshi:
Electrical Sector from the session August, 2006.
These centre will provide" Multi Skill Training".
The training will be provided in three parts i.e.:-(i)
Broad Based Basic Training in Basic Skill areas for
a period of one year. (ii) Training in Advanced
Modules for next six month the training and
certification will be conducted by NCVT. (iii) The
training in Advanced Modules for next six month
training and certification will be conducted by NCVT
in specialized module mainly in the industry. The
course, curricula, duration etc. will be designed in
consultation with the Institute Management
Committee(IMC) and local industry. The trade testing
and certification for this component will be done
jointly by the State Government and industry. The
training programme will have multi entry exit
provision. Training can come after some time to
scale admission for advance/specilized training in
another module.ITI's pass out trainees of particular
trade(s) from the conventional system can seek
admission for advanced specialized training.

Apprenticeship Training Scheme:-
Apprentices Act, 1961 passed by Parliament
in 1961, regulates needs of trained craftsmen for
industry by utilizing the training facilities
available in the industry so as to supplement the
availability of trained technical personnel. It is a
statutory obligation of every industrial
establishment, having training facilities according
to syllabus in a designated trade under the
Apprentices Act, 1961, to train a number of
apprentices according to prescribed ratio of the
trade in their establishments. Apprenticeship
Training Scheme at a glance:
Eligibility: Age:
14 years
Qualification: As prescribed for the concerned
trade
Schedule: Admission is made in February/March and
August/September every year
Admission of I.T.I. Pass candidates: I.T.I.
(Industrial Training Institute) passed candidates
can also join apprenticeship training and they are
eligible for rebate of corresponding period of
training undergone by them in I.T.I out of the total
duration prescribed under the Act. Payment of
stipend to

Examination and Award of Certificates:
After completion of training the apprentices are
required to appear in All India Apprentisices
Examination and the successful apprentices are
awarded National Apprenticeship Certificate issued
under the aegis of National Council for Vocational
Training, Government of India, Ministry of Labour,
which is recognized as a higher qualification to the
National Trade Certificate of the same trade for
training in I.T.I.s under Craftsman Training Scheme
for employment in Government

Expansion of Technical and Vocational Education:-
Procedure to set up New Degree Level Technical
Institutions: Approval of
Professional/Technical Institutions for Degree
Programmes. All India Council for Technical
Education (AICTE), a statutory authority under AICTE
Act, 1987 has been vested with the power to grant
approval for starting new technical institutions and
introduction of new courses in consultation with the
State Governments through Department of Technical
Education and the affiliating bodies like
universities for degree level programmes. Procedure
and Schedule for Receipt of Proposals:- Interested
society/entrepreneur can apply through out the year
as per procedure prescribed by AICTE for processing
the proposals for starting new technical
institutions and/or introduction of new courses
and/or variation in the approved intake capacity of
the existing courses, one copy of each proposal is
to be submitted to the following departments on
payment of the amount as prescribed by AICTE.

Affiliation of Certificate Level
Institutions to National Council for Vocational
Training (NCVT) and State Council for Vocational
Training (SCVT):-
Any government or private organization which intends
to set up new institutions or introduce additional
trades can seek affiliation from NCVT and/or SCVT.
Schedule for receipt of proposal is notified by
department in leading news papers on years to year
basis. These institutions are required to follow set
norms and standards prescribed by NCVT or SCVT in
respect of staff, building, space requirement and
equipment. The applications are required to be
submitted on the prescribed forms, available with
the Directorate of Technical Education, after the
advertisement is issued in leading news papers.
Departmental Complaint Committee
against Sexual Harassment of Women at Workplace:-
Pursuant to the guidelines issued by the Hon’ble
Supreme Court in the case of Vishaka and Others
versus State of Rajasthan and Others, Department has
