The
“Technical Education,
Vocational & Industrial Training
Department”
has play an important role
for imparting technical education &
vocational training. At
the State level all functions of the
department are disposed off by or under
the authority of the Minister In charge.
The Pr. Secretary (IPR) is the
administrative head at the Secretariat
level. The Directorate of
Technical Education, Vocational and
Industrial Training with its
Headquarters at Sundernagar, District
Mandi (HP) broadly deals with the
following:

class-1 &11 categories of employees.

3. Enactment/amendments of various
Bills, Acts, Rules and regulations. |

Principal
Secretary/Secretary (Technical
Education, Vocational & Industrial
Training):-
He is overall in charge of the
Department who decides all matters
except policy matters which are decided
by the council of Ministers as per
standing orders issued under Rule 26 &
27 of the Rules of Business of Govt. of
H.P.
Spl./Addl./Joint/Deputy/Under
Secretary:-
He is Branch officer of the Section and
acts as an intermediate officer between
the Branch and the Secretary/Principal
Secretary (TE). All the files of the
Branch are routed through him.
Section Officer:- He is incharge of
Section and is responsible for disposal
of dak received in the Section. He
submits files to higher authorities
through the Branch officer.
Superintendent:- He supervises the work
of the dealing Assistants of the Section
and submits their files to the Section
officer.
Assistants:- They are allotted work of
specific seats by the
Section officer and are responsible to
dispose off the allotted work.
Junior Assistants/Clerks:- They attend
to the work of Diary and dispatch, files
movement and other misc. work assign by
the Section Officer and also send
Reports/returns as per office Manual.
Peon:- Distribution of Dak/files of
Section. |

Organization:
The Technical Education,
Vocational & Industrial Training
Department is headed by the Director,
Technical Education, Vocational &
Industrial Training, at the Directorate
level. He is assisted by 1 Joint
Director, 2 Deputy Director, 1 Head
Compete Curriculum Centre, 2 Technical
Officers, 1 Asstt. Director and
Superintendents Grade-II. Whereas the
Director, Technical Education,
Vocational & Industrial Training is
assisted and represented by Principals
at the Engineering/Polytechnics and ITIs
Level.
In addition to the above other
supporting staff is also assisting the
Director in respect of strengthen,
modernization and other Public
Relations works. The details of the work
assigned to each of the above are
defined below:
The main
functions of the Deptt. are as under:-

Planning and execution
of Professional Education at the level
of Degree in Engineering and Pharmacy.

Imparting Diploma level
Technical Education through the
network of Polytechnics, imparting
Vocational Education through the
network of Industrial Training
Institutes and Industrial Training
Centres under the aegis of National
Council for Vocational Training (NCVT)
and Vocational Education through
Vocational Training Centres, which are
Institutions in the private sectors
under the aegis of State Council for
Vocational Training (SCVT).

Various aspects of
Technical Education and Vocational
Training from Admission till
examinations, which are conducted by
the H.P. Takniki Shiksha Board,
Dharamshala.

Admissions in the
Private Engineering Colleges and also
nomination of candidates for Degree
level Technical Education and
B-Pharmacy courses against the seats
allotted by the MHRD.
-
All the Polytechnics of
the Department stand designated as
Community Polytechnics by the MHRD and
some activities for the development of
the appropriate technologies and
dissemination of knowledge thereof,
manpower development through
Vocational Training in the various
demand based courses in the rural
areas are carried out by the
Polytechnics with the funds provided
by the MHRD under the Community
Development Scheme funded on year to
year basis on the basis of the
Operational Plan submitted by the
concerned Institution.

framing the R&P Rules, working out
budgetary requirements, allocation of
the budget to the institutions,
exercising control on expenditure and

Technical Officers:
Technical Officers mainly
assist Head of Department (CCDC) for
designing curriculum and review of the
curriculum and other duties assigned
from time by the superiors.
Asstt. Director:
The files to be put to
the Deputy Director (T) are routed
through Assistant Director (T)
Superintendent Gr.-II:
1. To supervise all the work relating
to all sections of the Department.
2. To go through the dak received and
mark the papers to the concerned section
and also to give directions for its
disposal.
3. To ensure punctuality in attendance
in the section and to advise the staff
on matters of conduct and discipline.
4. Deputing all class –IV and Class-III
officials on duties including drivers
etc. and checking up their day-to-day
functioning.
5. To ensure that all dealing hands and
the diarist maintain all required
registers and keep the same updated.
Also check these registers at regular
intervals.
6. To keep a careful watch on any hold
up in the movement of dak and files
between the section and higher officers.
7. To prepare papers and compile data
for meetings and ensure timely
submission. Ensure timely submission of
fixed date cases, other important cases
and papers required by the officers and
keep a watch on progress of action.
8. To make arrangements for disposal of
work of officials of the section on
leave.
9. To ensure that all Manuals, Rules,
Instructions, Guard files and Precedent
Registers of the Sections are kept up to
date by inserting correction slips.
10. For ensuring availability of staff
posted under on holidays or early of
late hours, maintain local address with
phones of the entire staff.
11. To train and guide the staff posted
in the section and to point out their
shortcomings and deficiencies.
12. To allocate evenly, work of the
section to the staff posted in the
section with the approval of the
officer inchrage and maintain an updated
distribution list of work amongst the
dealing hands in the section.

The Director, Technical
Education, Vocational & Industrial
Training is Administrative Head at Directorate
level. He is assisted by Directorate Officer
and discharges his functions/duties as
per delegation of powers given under the
standing orders. At Department level the
Director(TE) implements the Acts & Rules as per
instructions of the Government.

The department follows
the provisions contained in HPFR rules
in all financial matters and other
Government rules as adopted by the Govt.
from time to time to deal with all
administrative matters. In all academic
matters, the department follows the
rules & regulations and curricula laid
down by H.P. Takniki Shiksha Board,
Other academic norms set up by various
affiliating agencies like All India
Council for Technical Education (AICTE),
Pharmacy Council of India (PCI) in case
of Polytechnics and Pharmacy College,
NCVT norms in case of ITIs and ITCs and
SCVT norms in case of Vocational
Training Centres. |

instructions,
manuals and records, held by it or under
its control or used by its employees for

Engineering College/Pharmacy
College:
All India Council for Technical
Education (AICTE) and Pharmacy Council
of India (PCI) norms/guidelines are
followed for running Engg. Degree/
Pharmacy Degree courses duly approved
by AICTE/PCI.

Polytechnic:
All India Council for Technical
Education (AICTE) norms are followed
for approval/running of Diploma
Courses. The guidelines laid down by
MHRD, Govt. of India are followed for
implementing Community Development
Scheme in all Govt. Polytechnics.
Aslo the guidelines of MHRD, Govt. of
India are followed for implementing
Persons’ with Disability Scheme at
Govt. Polytechnic College, Sundernagar.

arrangement that exists for consultation
with, or representation by, the members
of the public in relation to the
formulation of its policy or
implementation thereof; |
In case of opening of
ITIs or regulating the training
facilities in them the public
representatives has direct say and
bearing in the policy formulation
through Institution Management
Committees (IMCs) attached to the
existing ITIs and the public
representatives voice their demand in
the Assembly as well as other public
platform and accordingly the Department
taking cognisance of such demand of the
public representatives takes action for
opening of new ITIs. The Vocational
Training facilities in the existing ITIs
and opening of new ITIs is further
regulated through State Council for
Vocational Training (SCVT) which has
public representatives as well as
industrialists as its members.
In case of Polytechnics
apart from having the Society attached
to each Polytechnic for formulation of
the policy regarding diversification of
training facilities and improvement of
quality etc., the public representatives
have also the prerogative to demand for
opening new Polytechnic or
diversification of the training
facilities in the existing Polytechnics
as per the demand of the World of Work
through the public platform as well as
the Hon’ble Vidhan Sabha. In addition
to this in the matter of control of
quality the public representatives stand
associated as members of the Takniki
Shiksha Board.
The State/Department has
no Engineering College in the Govt.
Sector but the Govt. has already decided
to set up one Engineering College in the
Govt. Sector at Sundernagar and decision
to establish this College has also been
taken by the Govt. taking cognisance of
the need of the State as voiced by the
public representatives. Similar is the
case with Pharmacy College started at
Rohru from academic session 2005-2006. |

The Department is
associated for Vocational and Industrial
Training, Technical Education and other
professional Education like B-Pharmacy
etc. with the following bodies:
State Council for Vocational Training (SCVT):
SCVT has around 25 members which
comprises public representatives,
industrialists and some other prominent
professionals for assisting and advising
in the matter of providing Vocational
Training as per need of the State.
(a) For executing the
policy of the SCVT the Department is
assisted by Executive Committee, which
normally has around 8-10 members, which
comprises the professionals and
administrators.
National Council for Vocational Training
(NCVT): Vocational and Industrial
Training is regulated at National Level
by the NCVT, which has around 50 members
for regulating vocational training
policy at the National Level.
All India Council for Technical
Education (AICTE): Professional
Education at the diploma and degree
level in Engineering and Non-Engineering
fields is being regulated by the AICTE
which is a statutary body constituted by
the Govt. of India. This body also
comprises professionals, Burocrates and
public representatives.

In the matter of Technician Level
Education the State has Takniki Shiksha
Board for regulating the Quality of
Training through adoption of curricula,
examination and certification etc. which
also has public representatives
alongwith professionals and burocrates.
Pharmacy Council of India (PCI):
This body regulates the quality of
education in the field of Pharmacy at
the Centre level. It is also a
statutory body comprises professionals,
public representatives and burocrates.
The aspects of academic fulfilment of
norms, adoption of curricula,
examinations, certification for degree
level professional education fall within
the ambit of University, which also has
bodies, like Cinet and Executive Council
for taking care of these aspects. These
bodies are also have academician,
burocrates and public representatives. |
